Paid Search or Third Party Leads for Lead Buying Companies?

An interesting post at eConsultancy regarding how companies generate and buy their leads. Lead generation is a huge industry, especially online. Companies in the sectors of life insurance, health insurance, insurance in general, mortgage, debt, and so fourth generate leads online but also buy from 3rd party companies. Is it affordable and worth for them to purchase leads through PPC campaigns (paid search) or go through 3rd party companies to or BOTH? Can a strategy of paid search and buying leads co-exist?
