Browsing around the Google webmaster blog, you can find some REALLY REALLY good information that they post to help you understand SEO and even for advanced SEOs, they communicate important information regarding changes, tips, etc.
One great post they made which helps ALL who are starting to optimize their websites or small businesses who don’t have the budget to hire outside help, Google Search Engine Optimization Starter Guide is one of the better resources out there.

Though this guide was written in 2008 (has since been updated) it is SO USEFUL and has really great suggestions that if you don’t follow these basics, you won’t have the success you are looking for.
