I'm not surprised at all. Keep in mind, PageRank is one of the most UN-transparent "thing" google has because there is so much uncertainty about it.

These are answers Matt Cutts or other Googlers should be able to answer why someone only choosing relevant links to point back would lower ones pagerank.

I've also had sites lose some pagerank without really knowing why but thats Google for you. At the end of the day it matters how you're ranking in the engine and not so much your pagerank score.

The most recent PageRank was a little surprising in its results. Even though my company has been focusing on SEO and building links, this last Google PageRank pulled us down a number in the ranking. We have been very careful in only linking to relevant sites too.

@ Lida-

It really depends. You obviously want to have a link pointing to your site from the most authoritative sites which a PR 8 is pretty authoritative by Google standards.

When considering what would be better you have to ask yourself besides the PR, is a link from that site going to bring in some traffic and if it does, what type of traffic is it? Relevant or non-relevant?

I have a PR4 on this blog and rank for the keyword animal sex, granted when someone visits my blog searching for something related to animal sex, they arent thrilled about the content here, right?

I would probably go for the PR8 link but again, there are some other factors I would consider looking at the othe PR6 sites.
